Call for United Resistance Against SIR by People’s Organisations at Jan Sangharsh Morcha Convention
On 21 November, Jan Sangharsh Morcha Chhattisgarh organised a discussion in Raipur on the recently imposed Intensive Special Revision (SIR). Representatives of several people’s organisations from across the state participated. The SIR, currently implemented by the Election Commission of India after Bihar in 12 other states, was denounced as an outright assault on the Constitution and democracy. It was exposed as a conspiracy to disenfranchise 85% of the country’s common people—Dalits, the oppressed, Adivasis, women, migrant labourers, nomadic communities and minorities—and to manipulate elections in favour of the fascist RSS–BJP. The meeting called upon all people’s organisations in Chhattisgarh and all anti-RSS fascist forces to raise a united voice against this attack.
The discussion began with a people’s song presented by Comrade Tuhin, Convenor of Revolutionary Cultural Forum and the Caste Annihilation Movement. Introducing the theme, Comrade Tuhin spoke on the key arguments of Jan Sangharsh Morcha’s recent article “Why SIR is Anti-Women, Anti-People and Anti-Democracy.” The inaugural address was delivered by Jan Sangharsh Morcha Convenor Prasad Rao.Key speakers included Advocate Shakir Qureshi (Gen. Secretary National Muslim Morcha & Dr Ambedkar Progressive Advocates’ Association), Ram Lal Gupta (SC/ST/OBC Morcha Chhattisgarh), Comrade G. G. Barnawa (CPI), Comrade Saura (State Secretary, CPI(ML) Red Star), Comrade Vishhat Kurre (CPI(ML) Liberation), Savita Bauddh (Buddhist Propagation Wing), Uttam Jaiswal (AAP), Rev. M. Mathai (INDP), Chandra Prakash Dhidhi (State President, INDP), Bhajan Jangde (Social Justice Morcha), Comrade O. P. Singh (CPI), progressive thinker Dr Biplab Bandopadhyay, human rights activist Akhilesh Edgar, Jan Vigyan Andolan activist Vishwas Meshram and Dr S. Sukhdeve, editor of Tathagat Sandesh.
Four resolutions were moved and unanimously passed:
• Against SIR – presented by Dineshwari Sahu of All India Revolutionary Women’s Organisation.Against administrative obstruction of rallies, demonstrations and imposition of municipal “cleaning fees” aimed at suppressing democratic space – moved by Jayashree Bauddh of Jan Sangharsh Morcha.Against rising Manuvadi–fascist attacks on minorities, particularly Muslims and Christians in Chhattisgarh– moved by Comrade G. G. Barnawa and resolution against FIRs and repression of free speech for favouring of Palestine and Gaza by Lakhan Subodh( GSS President ),AAP spokesperson Advocate Priyanka Shukla and Muslim youths in Bilaspur moved by Pastor Choaram .
Speakers emphasised that after Bihar, SIR has been imposed in 12 states, including Chhattisgarh—despite no elections being due in the state. This reveals the fascist design of the Sangh Parivar, aided by its subservient Election Commission, to capture Bengal next. The terror created by SIR has already led to suicides among minorities and Dalits in Bengal. In Bihar, during the recent elections, the Election Commission deleted nearly 65 lakh names—Dalits, oppressed communities, women, Adivasis, migrant workers and minorities—from the voters’ list, while adding 21 lakh bogus names in favour of the BJP–JDU alliance to manufacture their victory. This has created deep nationwide anxiety regarding the future of democracy.
It is increasingly evident that the Election Commission, acting as an instrument of the fascist-Manuvadi regime, seeks to rapidly push SIR before elections, delete lakhs of genuine voters known to oppose the BJP, silently insert fake voters, and then show inflated voter turnout to justify the manipulated mandate. This is not merely vote-theft—it is voter theft. These shameless actions, designed to secure victory for the corrupt corporate-serving RSS–BJP, amount not to elections but to a scripted electoral architecture—a demographic counter-revolution. Speakers noted that SIR is even more dangerous than CAA–NRC.
The meeting also discussed the need to build public opinion for replacing EVMs with ballot boxes, and to hold dialogues with BLOs, many of whom are working under intense pressure leading to tragic instances of suicide.
Jan Sangharsh Morcha Chhattisgarh appealed to all democratic and progressive organisations committed to defending the Constitution to unite against the world’s oldest and largest fascist organisation—the RSS—and its Manuvadi/Brahminical Hindutva ideology. The meeting also called for active participation to ensure the success of the All India Anti-RSS Manuvadi Fascist People’s Convention to be held on 6 December in Hyderabad.
