13th Party Congress of CPI (ML) Red Star

16th – 20th September 2026 at Raichur, Karnataka

The Central Committee of CPI (ML) Red Star that held in Bhubaneswar from 1 – 5 February 2026 resolved to hold Party’s 13th Congress from 16 – 20 September 2026 at Raichur, Karnataka. The Party Congress is being held at a critical juncture when India is under the Fascist stranglehold of RSS, the largest and longest running fascist organization in the world. As such, while the entire country and its resources have gone under the control of the most corrupt crony capitalists who are in unholy nexus with the BJP regime. The working masses of India comprising more than 60 crores, majority of whom are in the unorganized or informal sector, are the most super-exploited in the fascist context today. The Muslims, the largest minority in India, are treated as country’s number one enemy by RSS and hence are being disenfranchised and denied citizenship, and being subjected to all forms of oppression and persecution. The Dalits, who are treated as subhuman under the Brahminical, Sanatan, caste system, are also facing all forms of oppression. Along with the women and all oppressed sections of society are also facing unprecedented deprivation and discrimination. Wherever the fascist ‘double engines’, as in the case of Odisha, are in power, the fascist horrors on the people are all the more gruesome.

It is in this context that CPI (ML) Red Star has been engaged in an uncompromising resistance against RSS fascism since 2014 uniting with all the oppressed including religious minorities, Dalits, Tribals, Women and other sections of the society. Now the Party has decided to hold the 13th Congress along with the All-India anti-fascist task that it has already taken up. Accordingly, the Central Committee of the Party has taken appropriate steps including finalization of its Documents and Political Resolution which are essential pre-requisites for the successful completion of Party Congress.

In its meeting, the Central Committee passed Resolutions against, among other things, the ongoing SIR that is particularly targeted against Muslims, on Modi regime’s abject surrender to US imperialism through the latest trade deal, against the Union Budget that further intensifies far-right neoliberal corporatism, on the Supreme Court’s stay on UGC’s Equity Regulations, abandoning of MGNREGA, opening up of Nuclear Energy sector to the private companies and MNCs and absolving them from all liabilities etc.

The meeting was presided over by Comrade Pramila, Polit Bureau Member and Odisha State Secretary of CPI (ML) Red Star. We appeal to all revolutionaries, Left-Democratic forces and all like-minded sections for their wholehearted cooperation and support at this critical juncture of our country.
