Comrade Subrata Basu, a senior leader of COI (ML), has passed away after a prolonged battle with cancer.

Comrade Basu joined the communist revolutionary movement in West Bengal in the early 1970s and remained steadfast in his commitment to the cause of revolution throughout his life. During the period from January 2005 to January 2009, we worked together in a united organisation, sharing common struggles and aspirations for the revolutionary movement.

With his passing, the communist movement has lost a dedicated revolutionary fighter whose contributions and commitment will be remembered by comrades and activists alike.

CPI (ML) Red Star extends its heartfelt revolutionary tributes to Comrade Subrata Basu and conveys its deepest condolences to his family, comrades, and associates.

Let Us Advance the Uncompromising Struggle Against Imperialism, Fascism and the Caste System

Lingsugur: The Raichur District Conference of the Communist Party of India (Marxist-Leninist) Red Star was held with great success today at Lingsugur town. The important conference was organized with a firm resolve to further strengthen revolutionary struggles in the coming days to defend the rights of the working people and address the country’s present political and social situation.

Senior party leader Comrade M.D. Amir Ali formally inaugurated the conference by hoisting the party’s red flag. This was followed by the collective singing of inspiring revolutionary songs reflecting the current social conditions and the necessity of struggle, adding a cultural dimension to the gathering.

 

Thereafter, the main session of the conference, the Delegates’ Session, commenced. Comrade M.D. Amir Ali warmly welcomed all office-bearers and delegates who had arrived from various taluks and villages of Raichur district.

For the smooth and orderly conduct of the conference, a presidium consisting of key comrades was constituted. Leaders M. Gangadhar, D.K. Lingsugur, Tipparaj and Mabusab jointly presided over the proceedings and ensured the successful conduct of the session. A minutes committee was also formed to record the proceedings, with Adesh Naganur, Niranjan Kumar and Basavaraj Badiger actively discharging the responsibility.

Party State Secretary Comrade B. Rudrayya inaugurated the conference and presented a detailed assessment of the organizational achievements and shortcomings of the party. In his keynote address, he sharply criticized the policies of the present ruling class. He warned that attempts to amend the Constitution according to the wishes of those in power pose a threat to democratic aspirations of the people. He pointed out that the ever-rising prices of essential commodities and the growing unemployment affecting the youth have severely burdened the common people.

One of the most important sessions of the conference featured Comrade R. Manasayya, Polit Bureau member of the party, who presented the party’s official documents, including the political resolution and future programme, and led an extensive discussion.

He put forward important ideological perspectives, stating:

> “The Communist Party should not merely remain a forum for discussions; it must become a strong fortress of the oppressed classes and mass organizations. In India, neither reformism nor mechanical Maoism can bring about change. There is a necessity for a People’s Democratic Revolution suited to India’s specific conditions. It is essential to formulate a revolutionary path by understanding the deeply rooted old agrarian system, the present miserable condition of the working class, and the complex caste system prevailing in the country.”

He called upon the delegates to make the forthcoming State Conference and the All-India Congress of the party a grand success. Extending revolutionary greetings to all, he informed the gathering that international seminars on three major contemporary issues—imperialism, fascism and caste annihilation—would be organized during the forthcoming All-India Congress.

Subsequently, M.D. Amir Ali presented the Raichur District Political Report, which was actively discussed by the delegates. A new 15-member District Committee was elected, and M.D. Amir Ali was unanimously elected as the District Secretary.

Party delegates and activists who had arrived from all corners of Raichur district actively participated in the conference and contributed to its success.

Modi Government’s Subservience to US Imperialism has further exposed

The Communist Party of India (Marxist–Leninist) Red Star strongly condemns the brutal attack by the United States on three Indian vessel that have claimed the lives of three Indian seafarers. We extend our heartfelt condolences to the families of the martyrs and express our solidarity with all those affected by this outrageous act.

This attack is yet another manifestation of the aggressive and interventionist character of U.S. imperialism, which has repeatedly violated the sovereignty and rights of nations across the world in pursuit of its hegemonic interests. The killing of Indian personnel cannot be justified under any circumstances and demands unequivocal condemnation.

At the same time, we strongly denounce the shameful servile conduct of the Modi government in the face of this grave incident. While the government routinely invokes nationalism for domestic political gain, its namesake protest and ritualistic response toward acts committed by powerful imperialist allies reveal the hollowness of its claims. The BJP-led regime’s growing strategic alignment with the United States has increasingly subordinated the interests of the country and its people under the geopolitical designs of Washington.

Instead of firmly defending the lives of Indian citizens and military personnel, the Modi government appears more concerned with preserving its strategic partnership with the United States. Such a posture amounts to a betrayal of national sovereignty and the interests of the Indian people.

CPI (ML) Red Star demands an immediate and unequivocal condemnation of the attack by the Government of India and a transparent international investigation into the circumstances surrounding the incident. Full accountability for those responsible for the deaths of the Indian Navy personnel and adequate compensation and support for the families of the deceased.

This tragic incident underscores the dangers inherent in the Fascist Modi regime’s growing integration with imperialist military and strategic frameworks. The Indian people must reject both imperialist aggression and the subordinate policies that place foreign interests above national sovereignty.

CPI (ML) Red Star calls upon democratic, progressive, and anti-imperialist forces across the country to raise their voice against this attack and against the continued subordination of India’s foreign policy to U.S. strategic objectives.

Being started as a spontaneous satirical internet protest against CJI’s insulting remarks comparing the unemployed youth of India as “cockroaches” and “parasites”, the Cockroach Janata Party has stepped off the viral world into the real world of action holding its street protest in Jantar Mantar on 6 June 2026. The CJP’s demand for the resignation of Education Minister Dharmendra Pradhan, exposition of Exam Scams, Paper Leaks and shortcomings of related digital infrastructure, protest against unemployment, corruption and total erosion of administrative accountability, and so on under the crony-capitalist fascist regime, which is rotten to the core, need support and solidarity from all well- meaning people.

Of course, this is not the time to go for an evaluation of the ideological underpinnings of the CJP. Rather than a digital outlet relaying youth’s frustration, the relevance of CJP in the days ahead depends on the extent to which it can overcome or fill the gap between digital popularity and real-world mobilisation of youth, in tune with its declared position.

In the meanwhile, firmly upholding the inalienable right of the students and youth to organize, protest, and make their voices heard, it is the task of all progressive-democratic forces, irrespective of their ideological-political persuasion, to declare solidarity and support the CJP from the perspective of building up the broadest anti-fascist unity of the people.

Though the Modi government has claimed reports on RBI selling $12 billion in gold as fake, many international agencies including Bloomberg have not denied the plausibility of such a move. The logic behind their argument is based on GOI’s ongoing practice of boosting the country’s foreign-currency assets including dollar amid pressure from the Iran-US conflict, rising oil prices, and a weakening rupee. Of course, the Modi government has not accepted any of these arguments.

However, from a geo-political and geo-economic perspective, especially in the context of the Modi government’s firm opposition to the ongoing De-dollarisation move initiated by China-led BRICS (except India), this much discussed but unconfirmed “gold-sale” by India is perfectly in tune with its current stature as a faithful junior partner of US imperialism. Paradoxically, the reports on huge “gold-sale” by India also come at a specific context when all the founding members of BRICS (except India) such as China, Russia, Brazil, and South Africa are aggressively accumulating gold to reduce reliance on the US dollar and shield their Central Bank reserves from Western, especially US, sanctions. For instance, when the Ukraine war began in 2022, the US and EU had frozen Russia’s 300 billion dollar reserves held in Western banks. The case of Iran is another example. That’s, US-led imperialism is regularly weaponising the dollar reserves against countries whenever an opportunity comes. This option is not there if countries store their reserves as gold in domestic vaults.

Together with this, the immediate reason for gold accumulation by BRICS and even by the EU , as noted above, is the intensified trend towards De-dollarisation. While moving away from dependence on the dollar (and on US), for international settlements, gold acts as a generally acceptable reserve asset that can also stabilise new multi-currency and digital payment frameworks. Therefore, in essence, today BRICS (and even EU) members are accumulating gold as part of the De-dollarisation strategy and as an anti-dollar measure.

On the other hand, the gold accumulation that takes place in India has been purely consumer-driven. A close analysis will reveal that the Indian regime which is always clinging on to the apron strings of the US imperialist-master, has so far not displayed any intention to accumulate gold for protecting the country’s finances from American interference. On the other hand, today, the BRICS (except India) members are accumulating huge gold stocks in view of the impending De-dollarisation and for freeing themselves from the clutches of the dollar.

Therefore, the doubt raised by many agencies and experts regarding India’s sale of huge gold-stock has an inherent logic. India’s foreign exchange reserves are predominantly denominated and invested in the US Dollar, US Treasury Bonds, Foreign Central Banks and with the Bank for International Settlements. Viewed in this perspective, the doubts raised by many sources on India’s recent “gold-sale”, though outrightly rejected by the Government, still have a valid logic.

Introduction
Today, when we are in the third decade of the 21st century, fast changes are taking place in imperialism. The law of impermanence or the idea that every social phenomenon is constantly changing and transforming itself, is becoming more evident in the case of imperialist world system too. As such, two centuries of world domination by Anglo-American capitalist-imperialist system is now in a downward phase. The industrial capitalism that flourished from mid-18th century to the last quarter of the 19th century under the leadership of Britain gave way to monopoly finance capitalism or imperialism by the turn of the 20th century, resulting in the emergence of US as the leading capitalist-imperialist power. However, UK continued as the formal colonial leader till the Second World War. Since then, the US took over the role of supreme imperialist arbiter as manifested in the transition from so called “Pax Britannica” to “Pax Americana”.
Thus, after Second World War and following the so called ‘decolonisation’ (i.e., formal ending of colonialism), the US took over the position of world hegemon in the postwar neocolonial phase of imperialism. Together with the political, economic and military arrangements required for unleashing neocolonialism, based on the 1946 agreement between US and UK, world’s most powerful intelligence network called the “Five Eyes Alliance” led by CIA also came into being. Till the 1970s, on account of the presence of a Socialist Camp, US-led imperialism pursued a policy of state-programming of the economy or “welfare capitalism”. But, when the imperialist crisis strengthened in the form of ‘stagflation’, taking advantage of the ideological-political setbacks of the International Communist Movement (ICM), since the beginning of the 1970s, US-led imperialism abandoned the ‘welfare state’ and embraced neoliberalism. Characterising the collapse of Soviet Union in 1991 as ‘end of Communism’, US ended the Cold War and declared Isam as the new enemy and conceptualised the infamous “global war on terror” based on “Islamophobia”, which now forms the ideological basis of neo-fascism (neoliberal fascism) at a global level. Establishment of WTO in 1995 and ranging it along with IMF and World Bank in which US already has veto power, further strengthened neoliberal globalisation.
However, by the turn of the 21st century, especially after the World Economic Crisis of 2007-08, US stature as world’s leading manufacturer and biggest trader has been lost to Chinese state monopoly capitalism or “imperialism with Chinese characteristics”. US GDP, which was around half of the world total in 1945, has declined to about 25 percent, while US gold reserve which was 75 percent of world total in 1945 is reduced to less than 20 percent as of now. This has led to a loss of trust in dollar’s continuity as world currency, leading to a “de-dollarisation” trend in which China has its overt and covert role. And of late, as a manifestation of the inability to carry out the super-power responsibilities incumbent on it including the maintenance of around 750-800 military bases across 80 countries of the world, US imperialism has been backtracking from its international commitments, especially to UN-affiliated institutions, which, to an extent, were political tools propped up by US itself, that enabled it to carry on the tasks as postwar neocolonial leader.
Trumpism and Vanishing Domestic Political-Economic Basis of US Hegemony
Trumpism is a catalyst of the inherent crisis and a grave-digger of US imperialist hegemony. Trump’s far-right, racist, Islamophobic, neofascist policies codified as MAGA and characterised by extreme ‘economic nationalism’ coupled with protectionist trade measures on friends and foes alike, have already become self-defeating moves. His short-sighted and reckless tariff policies have boomeranged in the form of stock market crash and threat of stagflation, leading to irresolvable differences within the US administration itself. Obviously, relative to other imperialist powers like China and EU, the US today is a money-spinning ‘bubble economy’ where the financial sphere is growing totally cut off from the productive sphere. Most of the consumer goods are being imported from cheap labour-based low-cost global sources such as China, India, etc.
As part of ruthlessly suppressing domestic opposition to his policies, Trump is undermining judiciary and rule of law, autonomy of universities, media freedom and long-established rules and procedures of US federal administration. Ever since American Civil War, federalism has provided the internal coherence and strength for US emergence as a leading world power. Now Trump is undermining all these established liberal and federal traditions. So far, the Republicans have been solidly standing with him. However, including leading members among them, the parliamentary opposition and vast majority of the American people are now against Trump. His Gaza Board Peace, constituted on the eve of the US-Zionist aggression against Iran is already exposed as a move for another US military base. The US-Zionist aggression on Iran and severe setbacks arising therefrom have led to widespread opposition against Trump from his own camp, and consequent irreparable damage to the US image as “paradise of democracy” that formed the solid domestic basis for US projection as world hegemon. That is, growing people’s resistance against Trumpism is now speeding up the erosion of the domestic base essential for US imperialist hegemony.
Undermining of NATO and Trump’s Withdrawal from Multilateral Agreements
The decline and downfall of US hegemony are integrally linked up with the shaking of the postwar strategic US-EU alliance. The European powers who were weakened by the Second World War had also accepted the 1941 Atlantic Charter or the Anglo-American blueprint prepared jointly by the eclipsing and rising global hegemons, UK and US respectively, that envisaged the essential political, economic and military arrangements for the postwar world. Accordingly, the UN system, the Bretton Woods Monetary system (IMF and World Bank with US veto power in them) and the dollar as world currency, and a whole set of military arrangements such as NATO, and world-wide US military bases were the essential tools at the disposal of postwar neocolonial order led by US. And through Marshall Plan, or European Recovery Program, the US took the initiative for reconstructing war-torn Europe. The NATO or Transatlantic Military Alliance led by US and founded in 1949 that included Canada and 10 EU members (which expanded overtime to include 32 members) began as the largest US-led neocolonial military organisation that strengthened the Anglo-Saxon global dominance. To be precise, it has been this Western or US imperialist-led military bloc that acted as the foundation for US hegemony on the one hand, and provided effective political weapon against Soviet bloc till its collapse, on the other. However, due to Trump’s unilateral economic and military moves, including the latest aggression on Iran, and NATO members’ reluctance to extend open military cooperation for it, have already weakened cohesion within NATO. In the same vein, Trump had already withdrawn from more than 60 international organisations (including those related to UN) and treaties. And the aggressiveness displayed by Trump regime, as manifested in the case of Venezuela, Iran, etc., is unravelling, not the strength, but the weakness of declining US imperialism!
Trend Towards “De-dollarisation”
The most decisive factor that is going to dismantle US hegemony is the so called “de-dollarisation” or the impending shift away from dollar as the international currency. Dollar as world currency, reinforced by US Treasury and Bretton Woods system, has been one of the foundations of US hegemony. Obviously, the trend towards de-dollarisation is intertwined with the declining phase of US imperialism. Most of the members of SCO and BRICS (except India which is still clinging on to the apron strings of US) in their bilateral relations have already bypassed the dollar, and are using their own respective currencies. Iran’s announcement, in the context of US-Zionist aggression, that only ships paying in Yuan will be allowed to pass through Hormuz, is one of the biggest blows to the petro-dollar system itself. China-led initiatives for a BRICS currency, internationalisation of China’s Yuan in its digital version as Central Bank Digital Currency (CBDC) beginning with cross border payments among members of RCEP, China’s bilateral payment mechanism with Saudi, UAE, and Iran, etc., are crucial in the de-dollarization process. And, in view of the decline in US hegemony and possibility of the emergence of new alternatives, now countries are rapidly reducing their dollar reserves and acquiring gold, Euro, Yuan, and other generally acceptable financial instruments such as bonds. At the same time, fully knowing that dollar as world currency forms the primary roots of US hegemony, and that a de-dollarisation implies the death-knell of a century of US dominance, Trump is now threatening ‘junior partners’ like India to move away from such steps.
Tilting of Imperialist Power Balance Towards China
Of course, while the US, with its Military-Industrial-Complex linked up with the financial oligarchy, still continues as world’s largest military machine, in terms of industrial production, trade and export of capital, China is much ahead of US. It is also successful to carve out “neocolonial spheres of influence”, while competing with the Anglo-Saxon imperialists. And in the case of all “frontier technologies” including, Digitization, AI and Biotechnology, China is ahead of both US and EU. With its cheap labour and powerful economic base and superiority in infrastructure, transport equipment, high speed rail, rare earth, defence and space technology and manufacturing, and control over their global supply chains, and above all with its professed “multipolarity”, China is set to emerge as a leader of the 21st century neoliberal world order. However, the emerging geopolitical configuration, economic and financial initiatives such as SCO, BRICS, RCEP, BRI, AIIB, etc., led by China, will not be a text copy of the two-centuries of Anglo-American model, though the essence is also neocolonial and neoliberal.
Task of the Communists
To be precise, the unfolding global situation is not going to be a repetition of the two centuries of Anglo-Saxon imperialist trajectory. Though China has transformed into a major imperialist power capable to challenge the US, it’s modus operandi is entirely different from that of Western imperialist bloc.
At this critical juncture, unless the emerging struggles and resistances of the people against imperialism and fascism are coordinated and led with a revolutionary political alternative, the crisis confronting humankind in manifold ways will intensify further, irrespective of whether US is replaced by another hegemon or another imperialist bloc, or a by a different multipolar world order. However, the crucial issue is the lack of a Communist Coordination at the international level capable to give ideological leadership to these emerging struggles from the standpoint of the working and oppressed peoples of the world. This enables ruling classes to divert and suppress the anti-fascist and anti-imperialist struggles. In this context, ideological-political clarity on 21st century imperialism, neofascism and war and proper understanding on their operations at the global level are of utmost significance.
Viewed in this perspective, urgent bilateral and multilateral initiatives are required on the part of Communists and revolutionary parties to build up broad global anti-imperialist, and anti-fascist coordination and movement based on a concrete analysis of imperialism, fascism and war. This also calls for a genuine introspection on the part of Communists regarding their failures and setbacks in general.

Though India holds the rotating Chair of Quad (Quadrilateral Security Dialogue comprising the US, India, Japan and Australia) for the period 2024-26, it has not yet succeeded in holding a full-fledged Quad Summit (in which Heads of States also attend for dealing with strategic issues). Since the process of India demitting the Quad chairship to Australia is to start after mid-2026, the possibility of hosting a Quad Summit under India’s chairship, in addition to the usual Quad Foreign Ministers’ Meeting, may become almost impossible. This also reveals the emerging trend towards a decline in the geostrategic role of Quad in the days ahead .

Obviously, the Modi regime, in tune with Hindutva’s inherent servility to US imperialism, has been clinging on to the apron strings of the Trump regime. In spite of a series of issues such as the US regime’s most undignified deportation of Indian migrants, unilateral super-imposition of tariffs, Trump’s repeated claims on his diktats in ending Operation Sindoor, sanctions on Indian import of Russian oil, etc., the Modi government has been pursuing a ‘more loyal than the king’ approach to US. More significantly, so far, the Modi government has not come forward with a statement even formally criticising the illegal and unprovoked aggression on Iran by the US-Zionist axis of evil, which is most hated and disliked by the comity of nations today.

However, in gross disregard of India’s role as a junior partner of the US, and also as the latter’s launching pad in its machinations against China, the Trump regime has been earnestly working to have a bilateral deal with China. In the process, the US has undermined the undeclared but intrinsic aim of using Quad to challenge the growing role of China in the Indo-Pacific. For instance, the outcome of Trump’s recent high-level meeting with Xi in Beijing, has been a further assertiveness of China in the region, including a sidelining of Quad itself. As is obvious, taking advantage of Trump’s ignominious position in the Middle East following Iran’s heroic resistance against the US-Zionist axis, and due to growing isolation of the US at a global level, Trump is forced to recognise the strategic position of China in the Asia-Pacific, and has to content with trade in critical minerals and certain economic concessions from China. In the case of India, this is like adding insult to injury, since Australia and Japan, the other two US partners in Quad, are appropriately accommodated by the US through strategic military alliances such as AUKUS and the decades-old Treaty of Mutual Cooperation and Security respectively. On the other hand, India’s unconditional allegiance to US -Zionist axis, as manifested through the Trump-Netanyahu-Modi fascist alliance, without yielding anything to India, has exposed it before the international community as a whole.

In this context, India’s continuing in Quad means adjusting its priorities as necessitated by the requirements of the shift in Sino-US contradictions, and remain as a mere regional appendage of US foreign policy on the one hand, and serving US economic interests as best as it can, on the other. For instance, the Quad Foreign Ministers’ meeting held in India, in which US Secretary of State Marco Rubio also participated, clearly reflected this shifting orientation of the Quad. Though the joint Statement issued after the meeting shows no dearth of rhetoric on geopolitical issues, it took adequate precaution not to provoke China, especially in the context of Trump’s Beijing visit and trade deals signed with China. In fact, instead of pressurizing India regarding the geopolitical issues in the Indo-Pacific, the main task of Rubio during his India visit was to ensure India’s commitment to import $500 billion worth of American goods over five years. Revealingly, the so-called “Make in India” that Modi initiated in 2014 had already become “Made in China” during his first term itself. Now in view of the abject neocolonial surrender to US, this trade deal is now going to transform “Make in India” into ” Made in USA”. To put it differently, the US is now shifting the Quad from geopolitics to geoeconomics, which is set to make India a dumping ground of US products. No doubt, this is a tragic shame for the people of India.
