It was on 28 May 2021 that Comrade Sivaram, Polit Bureau member and Odisha State Secretary of CPI (ML) Red Star departed us. The departure of Sivaram, a committed revolutionary, who led the Party in Odisha from its very inception, dedicated his entire life for the building up the Basti Surkshya Manch (Slum Movement) together with the Party. Comrade Sivaram’s untimely demise at a young age due to COVID pandemic that ravaged the whole world during 2020-21, was an irreparable loss to CPI ( ML) Red Star.

The Supreme Court’s May 27 judgement upholding ECI’s claim of SIR as an essential, legal mechanism to maintain clean and accurate voter rolls by eliminating duplicate or ineligible entries, has once again ignored the core question of justice to the people who are excluded from the voterlist. The manner in which the ECI’s departure from earlier electoral revisions (such as the 2003 Revision that spread over six months and relied on existing electoral rolls and Voter ID cards) has led to targeted exclusion of the marginalised and disadvantaged sections, especially Muslims, Dalits and women, is not at all given proper consideration in the judgement. For instance, the so called “logical discrepancy”, voter objection process, etc., that were used even minor spelling variances for disproportionately targeting and excluding/deleting marginalized communities, religious minorities, migrant workers and women, especially across States like Bengal and Bihar, was not at all got proper consideration by the Court.

Of course, the judgement that justified the SIR process as a routine administrative exercise for ensuring free and fair elections, has further legitimised the entire claims of the Central regime regarding it. No wonder, the BJP that used ECI as an extension of the fascist regime for weaponising SIR to systematically carrying out mass disenfranchisement of minorities and oppressed sections, has wholeheartedly welcomed the judgement along with the claim that their electoral victory in Bengal and elsewhere was due to cadre network and grassroots organisational structure.

And, the SC giving a clean chit to SIR will have its ensuing repercussions, mainly in the case of citizenship itself. The process of denying welfare and democratic rights to the disenfranchised is already reported from States under the fascist “double engine”. No doubt, it is high time on the part of all the secular, democratic, and anti-fascist forces to take up SIR not as an isolated one, but as integrally linked up with the itensifying the majoritarian fascist agenda today.

Implementation of SIR in Karnataka: Withdraw the Fascist Attack on the Right to Vote Immediately!

CPI(ML) Red Star State Committee Demands

​The CPI(ML) Red Star Karnataka State Committee strongly condemns the “SIR” process being implemented in various parts of the country. We explicitly state that this is not merely an administrative measure; it is a political attack by the Sangh Parivar on the fundamental right to ordinary voting, which is the cornerstone of India’s constitutional democracy.

Instead of functioning as a constitutionally autonomous body, the Election Commission of India practically acting as a political tool of the BJP is an extremely dangerous development. The real intent behind the process being carried out in the name of “SIR” is not to purify the voter list; it is to purge the poor, Muslims, Dalits, women, migrant workers, minorities, and progressive people who vote against the BJP from the voters’ list. This is a Hindutva conspiracy to push people out of the voter list today, and out of the country tomorrow.

Such measures have been used experimentally in various states, including West Bengal. By removing the names of millions of people from the voters’ list, work has been done to distort the electoral process itself. This is not about preserving the democratic general election system; it is a political conspiracy to weaken the very existence of opposition parties and permanently establish a one-party, Hindutva-Corporate fascist rule.

The reason behind this is that when the ruling classes find their political dominance in jeopardy, they resort to the wicked path of curtailing people’s democratic rights. Today, the right to vote is under attack; tomorrow, authoritarian attacks on people’s right to organize, right to free speech, and right to protest will intensify further. Therefore, the struggle against SIR is not just an electoral question; it is a people’s struggle to save democracy in India.

The Congress government in Karnataka, led by Chief Minister Siddaramaiah, must not remain silent on this issue and must explicitly oppose the implementation of SIR in the state. The CPI(ML) Red Star demands that the state government pass a resolution in the Legislative Assembly and exert pressure on the Supreme Court, the Election Commission, and the Central Government.

​Concurrently, we demand that the Supreme Court of India intervene immediately and halt this process which undermines the citizens’ right to vote.

​The CPI(ML) Red Star Karnataka State Committee calls upon all democratic forces in the state as follows: Muslims, Dalits, Adivasis, women, farmers, workers, student-youth organizations, social justice movements, and all opposition parties must unite to build a statewide struggle for the cancellation of SIR.

​Protecting the right to vote means protecting the survival of Indian democracy. Only a united struggle of the people against fascist forces can save the country.

TUCI’s Objections to the Chhattisgarh Industrial Relations Code, 2026

We believe that the Chhattisgarh Industrial Relations Code, 2026, which seeks to replace the existing three labour laws/rules, is an attack on the rights of workers, especially unorganised workers. It has been framed entirely in line with the four labour codes introduced by the Modi government, which are pro-corporate and anti-worker. In the name of “labour reforms,” this code grants greater concessions to capitalists and corporate houses while weakening the collective strength of workers.

An analysis of its anti-worker aspects is as follows:

1. Harsh Restrictions on the Right to Strike

Earlier, prior notice before a strike was mandatory only in “public utility services.” Now, at least 14 days’ prior notice has been made compulsory in almost all industrial establishments.

We argue that:

Its objective is to make workers’ resistance against increasing corporate attacks on labour rights almost impossible.

During the notice period, management can resort to repression, retrenchment, or police intervention.

It becomes easier to declare strikes as “illegal” and take action against workers.

In practice, this amounts to restricting the constitutional and democratic right to strike.

2. Making Retrenchment and Closure of Factories Easier

Previously, industries employing more than 100 workers were required to obtain government permission before retrenchment, lockouts, or closure. Now this threshold has been increased to 300 workers.

This means:

Thousands of factories employing up to 299 workers can dismiss workers without government approval.

Permanent employment and job security are weakened.

It may become easier to target workers active in union activities.

Since most factories in the state employ fewer than 300 workers, this will have a widespread impact.

3. Replacing Permanent Employment with Casualisation

By promoting “Fixed Term Employment,” companies can:

Employ workers on contracts for a few months or years.

Remove them once the contract period ends, without permanent absorption.

Although the law claims that such workers will receive benefits equal to permanent employees, we believe that:

Job stability is destroyed.

Workers become less confident about forming unions.

Labourers are forced to live in constant insecurity.

This is effectively a move toward a “hire and fire” model.

4. Possibility of Weakening Trade Unions

The law requires 51% membership for a union to qualify as a “Negotiating Union.”

Practical problems include:

Many factories have multiple unions.

In the absence of 51% membership, management-backed unions may gain an advantage.

The role of smaller, militant, or independent unions may be restricted.

We see this as an attempt to control union plurality and democratic labour politics.

5. Special Impact on States Like Chhattisgarh

In mining and heavy-industry states like Chhattisgarh, the impact could be even deeper:

Contract labour may increase in coal, power, steel, and mining sectors.

Employment rights of displaced people may weaken.

Casualisation may increase in SECL, NTPC, private mines, and industrial projects.

Administrative repression against union-led struggles may become easier.

6. Exclusion of Irregular and Contract Workers

We believe that the definition of “government employees’ associations” in this code is intended only for regular permanent employees. Accordingly, irregular, contractual, casual, and contract workers are being deprived of their right to organise and collectively fight for their demands. This goes against the spirit of the Constitution.

7. Part of Neoliberal Economic Policies

We believe that Chhattisgarh’s new labour code is part of neoliberal economic policies aimed at making the labour market more “flexible” for corporate capital.

Instead, the state government should discourage contract labour, “hire and fire” practices, and temporary employment arrangements, while promoting permanent employment.

8. Undermining Democratic Trade Union Struggles

At the same time, excessive importance has been given to high-level committees and grievance redressal mechanisms for the settlement of labour disputes. Instead, democratic methods such as trade union struggles, strikes, and protests should be respected.

This is because it is not grievance committees, but the long struggles of workers to build trade unions and fight collectively, that remain the primary means of securing workers’ rights, especially for unorganised labourers.

Verdict of the Madhya Pradesh High Court on 15 May declaring Kamal Maula Mosque – Bhojshala complex as a Saraswati temple and a Sanskrit learning centre, and directing Muslims to seek alternate land, is revealing. This comes in the immediate context of the latest Assembly elections and the fascist “double engine” directly extending its stranglehold over 78 percent of the Indian population. This judgement of the Court is a gross violation of the 1991 “Places of Worship (Special Provisions) Act”, preventing the reopening of historical religious disputes. Following the Court ruling, without wasting time, on 16 May itself, the Archeological Survey of India (ASI) has issued an order stating that Hindus shall have “unrestricted access to the Bhojshala Complex” along with the discontinuing of “the offering of namaz” by Muslims.

Of course, as in the case of Babri Masjid, the issue connected with Kamal Maula Mosque in Dhar in MP is a dispute whose history dates back to 14th century ( around 1310- 1320 AD) when Dhar was under the rule of the Sultanate. According to historical records, since then the Kamal Maula Mosque in Dhar was utilized by Muslims as a center for Islamic worship and the burial site of the Sufi saint Shaikh Kamal Maula, associated with the Malwa Sultanate period. However, as in the case of Babri Masjid, following the claims of Hindu groups who identify the site as the Bhojshala complex with a temple dedicated to Saraswati, the mosque -temple dispute intensified integrally linked up with the colonial policy of Hindu-Muslim divide. In fact, the term “Bhojshala” itself was popularized during British rule in the early 20th century by a local education officer following the 1903 “discovery” of Sanskrit shlokas inscribed on the floors and pillars at the venue.

Even as the dispute was going on, following an administrative order by the princely state of Dhar in 1934, Muslims started performing regular Friday namaz at the Bhojshala complex in Dhar. However, endorsing the Hindutva claims, the ASI under Vajpayee government made an arrangement on 7 April 2003 which allowed Hindus to perform poojas at the “Bhojshala complex” on Tuesdays and during the festival of Basant Panchami, while Muslims continued to offer namaz on Fridays. Now, the present landmark verdict of the High Court entrusts the entire disputed site to Hindus, declaring the complex’s true religious character as Hindu and suggests the need of alternate land to build a mosque for the Muslim community. While the Hindutva forces characterize this one-sided judgement as “historic and the result of a 700-year struggle”, and smacks of the historic Supreme Court judgement on 7 November 2019, handling over the entire disputed Masjid-Mandir site to a government-created trust for the construction of a Ram Mandir.

Of course, this is a tragic repetition of the same pattern that was witnessed in the case of Babri Masjid. In the background of decades of legal battles, a district judge ordered the inner gates of the Babri masjid to be unlocked in February 1986, officially permitting the Hindus to enter and perform puja and darshan inside the premises. Consequent to Rath Yatra, the site was later demolished in 1992. Later, the Supreme Court gave the disputed structure to the Hindu community. The Ram Mandir was subsequently built and consecrated while prime minister Modi himself was the main “Yajman” during the ceremony in 2024.

The case of Kamal Maula Mosque is not an isolated or the last one. In this no holds barred Hindutva move towards “new history writing” and its implementation, Gyanvapi Mosque in Varanasi, Shahi Masjid in Mathura, etc. are already in the queue. At a time when all institutions of State power, including even the judiciary, are saffronised, it needs to be identified that this denial of religious rights to the Minorities, is part of the ongoing majoritarian move towards their disenfranchisement and denial of citizenship altogether. It is high time on the part of all secular, democratic and all anti-fascist forces to come forward resolutely and relentlessly resisting this heinous majoritarian fascist offensive towards a Hindu Rashtra.

Election Results from the 5 States – Assam, W. Bengal, Puducherry, Tamil Nadu and Kerala – while reveal a mixed picture reflecting the specificites of the States, also underscore the  ever-present and intensifying fascist threat across the country. For instance, while ‘anti- incumbancy’ played a major role in the poll outcome in Bengal, Tamil Nadu and Kerala, the continuation of the fascist ‘double engine’ governments in Assam (and Puducherry) brings to the fore the irrelevance of such an incumbancy factor once fascists capture power. That’s, the Election Commission and the entire administrative machinery being under the total control of the double engine, it reveals  the increasing difficulty to remove a fascist regime through election. Thus, the government of Himanta Biswa Sarma, who is accused of incitement to violence and a “call to genocide” of Bengali Muslim migrants continue in power even after the election.
The most tragic outcome of the current State elections is the BJP’s ascendancy to power in W. Bengal, gaining almost two-thirds of the total Assembly seats. The transformation of Bengal as a ‘double engine’ is the result of a host of factors such as a planned process dragging the State under the fascist stranglehold by the Central regime through all avenues at its disposal including the systematic disenfranchisement of millions of Muslim and non-BJP voters through SIR, the simmering discontent of the people against the TMC regime, and, more specifically, the division of the anti-fascist votes against BJP, in which all the so-called non-fascist sections including even the Left has a role. Now, the fascist double engine taking over power in Bengal will add a qualitative dimension to the intensifying fascist onslaught at the all India level.
The stunning and unexpected rise of TVK led by actor Vijay, facilitated by youth support, has resulted in a disruption of the general bipolar political situation in Tamil Nadu. Of course, though less-discussed, it is the people’s opposition to the neoliberal policies of Stalin-led DMK government that led to its failure in a three-cornered fight. At the same time, it is upto the anti-fascist and non-fascist parties, who have representation in the newly-elected Assembly,  to rise to the occasion and take an appropriate decision to keep the RSS-BJP away from power in Tamil  Nadu. Any failure in this may give ample opportunities for the fascist forces, in view of Vijay’s ‘non-ideological politics’ so far displayed by him.
The poll result in Kerala inflicting the biggest electoral debacle on CPI(M) was not unexpected. This defeat of the depoliticised Pinarayi government, CPI (M)’ s last bastion in India, was long overdue on account of its pro-corporate, soft-Hindutva, Islamophobic and anti-Dalit orientation. While the retreat of the Pinarayi government is welcome, BJP winning three Assembly seats for the first time in Kerala  should be seen as part of the intensifying penetration of RSS fascism in to the social fabric of Kerala.
Here, it is not intended to go for a detailed elaboration of the Election results. To be precise, the biggest threat that the country faces today is RSS’ maddening pace towards its ultimate goal of establishing a fascist, majoritarian, Brahmanical Hindu Rashtra. At this critical juncture, the task of the revolutionary left and democratic forces is to unite with all those who are targeted and oppressed by fascism, and to build up the broadest possible unity of all the anti-fascist and non-fascist forces across the country. In the electoral front, this calls for similar unity against BJP and its allies at all levels. This Assembly election has again become an eye-opener to all anti-fascist forces regarding the indispensable need of such an  anti-fascist unity at the all India level.

Formation of Reception Committee in Raichur
As per the resolve of the Central Committee of CPI (ML) Red Star to hold the 13th Party Congress from 16 – 20 September 2026 at Raichur, Karnataka, the Meeting convened at Kannada Bhavan on 3rd May 2026 has formed the Reception Committee for holding the Party Congress.
The 13th Party Congress of the Party is being held at a critical juncture when US- led imperialism is having its biggest offensive against world people through far-right corporatism, fascism and war. Its horrific manifestations are the US-Zionist genocide of the people of Palestine and aggression on Iran. And in many countries of the world, far-right neoliberalism and fascism are on the offensive.
For instance, the RSS, world’s largest and longest-running fascist organization, through its political tool BJP, is having its stranglehold over India, the most populous country today. As a result, the entire administration including police and even military, judiciary, education, culture are under the firm grip of fascism. While  Muslims are targeted as the biggest enemy, and are systematically disenfranchised using the Election Commision, and even denied citizenship. In the same vein, Casteism or Sanatan being the ideological basis of RSS, Dalits are intensively facing oppression and deprivation. To be precise, the minorities, especially Muslims and Dalits, including women, are being deprived of basic human rights, as RSS is in its maddening pace towards a Brahmanical Hindur Rashtra.
However, as we all know, the Indian Communist Movement is facing many ideological-political setbacks which make it incapable to appropriately intervene in this critical situation.  This failure is often manifested in the approach of different Communist parties towards Imperialism, Fascism and Caste. It is in this context that, regarding these crucial questions, the CPI (ML) Red Star has taken its specific positions in a concrete and clear-cut way. As part of this, the Party Congress will have three important Seminars on Imperialism, Fascism, and Caste, in which leaders of various Communist Parties, Organisations and Scholars will be participating. As part of these, may fraternal international parties are also expected to participate in the Congress.
As said at the outset,  a 75-member Reception Committee is formed with Comrade Raghavendra Kustagi as Chairman and Comrade R. Manasayya as General Convener. MD Iqbal (MIC), H N Badiger, Veera Bhadrappa and Ravindranath Patti are the vice Chairpersons, and B. Rudrayya, MD Amir Ali and M Gangadhar are the Conveners of the Reception Committee. Observing 141st May Day in the Context of Aggravating Imperialist-Fascist Offensive!
As usual, Communist Parties the world over, together with Workers and Oppressed Peoples, are observing 1 May as International Workers’ Day. It was in solidarity with the historic 8-hr working-day demand raised by Chicago workers on 1 May 1886, and in commemoration of the martyrdom of workers in Haymarket, that the International Federation of Socialist Groups and Trade Unions designated 1 May as International Workers’ Day with the clarion call “Workers of the World, Unite”, a slogan originally coined by Marx and Engels. Following October Revolution and formation of Comintern (Communist International) led by Lenin, and as necessitated by the revolutionary tasks in the epoch of imperialism, at the Second Congress of the Communist International Lenin further developed the strategic slogan to “Workers and Oppressed Peoples of the World, Unite”, which became the motto of May Day since then.
Of course, after the October Revolution, there had been a world-wide surge in anti-colonial/anti-imperialist struggles led by both working class and oppressed peoples. This new situation prompted imperialism to resort to a shift from its colonial phase to neocolonialism, “more sinister and pernicious” phase of imperialism, along with the adoption of a “welfare” mask conceding 8-hour working day and some democratic rights and welfare measures till the 1970s. However, taking advantage of the ideological-political setbacks of the Communist movement, and to facilitate the accumulation process in the context of the bouncing back of inherent imperialist crisis since 1970s, US-led imperialism abandoned the “welfare state” and embraced neoliberal globalisation leading to unfettered freedom to corporate capital for plundering labour and nature.
As a result, over the last half-decade, all the hard-earned rights of workers including 8-hr work, minimum wage, social security, etc., are being increasingly snatched away from them, while all kinds of oppression in relation to caste, gender, race, nationality, and so on, have intensified several-fold. At a time when rapid technological advancements under neoliberalism, especially 21st century ‘frontier technologies’ including Digitization and Artificial Intelligence, have brought about several-fold increase in productivity of labour, rather than contributing to an increase in real wages and reduction in the working time, these are resulting in skyrocketing corporate accumulation, super-exploitation of workers including their “informalization”, inequality, poverty and plunder of nature leading to ecological catastrophes everywhere. And, one of the outcomes of technologies like AI is unprecedented levels of unemployment transforming the whole world, whether imperialist or neocolonial, into a “waste-land of unemployment”.
Now, as workers and oppressed peoples together with Left and Democratic forces across the world, are rising up in varying forms against this horrific situation, imperialist powers and their dependent regimes are becoming more oppressive by resorting to neo-fascism (i.e. fascism in the neoliberal period) across the world. In this neofascist offensive, while the usual “anti-Communism” and anti-Muslimness or Islamophobia are being globally used as the ideological bases of fascism, according to the concrete social and historical condition of countries, varying ideologies such as Evangelism in the Americas, Racism and Xenophobia in Europe, Zionism in Israel, Casteist Hindutva (political Hinduism) in India, etc., are providing ideological orientation to fascism. As such, the condition of the working class and oppressed peoples including minorities, immigrants, refugees, asylum seekers, women, transgenders, and above all, the most oppressed Dalits as in India, has become all the more vulnerable.
In this context, the second coming of neo-fascist Trump as the president of US, the leading imperialist power and world’s biggest military machine, and the further strengthening of the “US-Zionist axis of evil” have led to disastrous consequences. In continuation of the horrors and holocausts upon Palestine people, the US-Zionist axis of evil, world people’s number one enemy today, is committing unprecedented aggression and crimes on Iran in violation of all international laws and precedents. Of late, though this US-Zionist crimes in Middle East have led to unprecedented inter-imperialist contradictions, except rhetorical statements, the other self-seeking imperialist powers are not taking any serious intervention in restraining the US-Zionist axis, the root cause of all the geopolitical tensions in the Gulf today. Even now, there are self-professed communist parties, who still pursue an approach of balancing US-Zionist axis of evil with Iranian regime. Meanwhile, as the heroic and historic resistance of the Iranian people against US-Zionist axis is getting whole-hearted solidarity from world people, both US imperialism and the Zionist regime, the Middle East military outpost of US, remain as the most hated regimes by international community. At the same time, the emerging inter-imperialist contradictions also depict a tilt in imperialist power balance and consequent geopolitical shift away from the declining US-led Anglo-Saxon West towards a multi-polar configuration in which China-led coalition has a major role.
Regarding India, that comprises one of the largest contingents of international proletariat, the fascism led by world’s biggest political party BJP, the political tool of RSS, world’s largest and longest-running fascist organisation, has become more horrific. Today, while these lines are written, as part of the Hindu Rashtra agenda od RSS, using the Election Commission and the entire administration and even judiciary at its disposal, the Modi regime is engaged in a “political genocide”, mainly targeting the Muslims by disenfranchising and eventually denying citizenship to them. Modi regime, the lackey of US imperialism, and serving the most corrupt elements of corporate capital, is the biggest enemy of Indian working class, vast majority of whom are informal or unorganised, divided into caste-imposed heterogeneous categories, and condemned to sell their labour power at the cheapest wages. The neofascist legislation by Modi government converting the prevailing 44 Labour Laws into four Labour Codes, in conformity with the “ease of doing business” diktat promulgated by Fund-Bank-WTO trio and imperialist think-tanks at the behest of global corporate capital and its junior Indian partners, are intended to transform the Indian workers into 21st century bonded/slave labourers who are bound to work on casual and contract basis devoid of basic democratic/human rights. Long-cherished goals of the working class such as 8-hour working day, permanent employment, pension system, equal pay for equal work, gender-friendly working conditions and so on have become a myth under fascist Modi regime.  As part of neoliberal-corporatism, the Modi government, after transforming itself as a ‘corporate-facilitator’ has already withdrawn from all infrastructure, industrial and service sectors and everything is entrusted with the most corrupt corporate billionaires for plundering labour and nature as they like.
Another crucial issue, that requires the attention of the Indian working class and oppressed peoples while observing May Day, is the flourishing corruption in India under the fascist regime.  While Parliament is kept as a mere edifice, policy decisions are made in corporate board rooms. While corporate funds are flowing into the coffers of the ruling party though notorious Electoral Bonds, under the cover of Corporate Social Responsibility and through non-transparent contributions on the one hand, through horrific corporate tax-cuts, disinvestment of PSUs, direct channelling of several lakh crores of bank money to  crony corporates  through ‘Non-Performing Assets’ and so on, wealth concentration among the billionaire class under Modi regime has reached unparalleled proportions. The gap between the common people and the super-rich has reached hitherto unknown levels. For instance, the top one percent of super-rich Indians holds 40 percent of the national wealth, more than that under British colonialism, while that of bottom 50 percent of the people having only 3 percent, which is much less than what it was at the time of Power Transfer in 1947. Corporate crony capitalists in whom India’s wealth is concentrated and who are totally depending on imperialist centres for technology and expertise are least interested in employment-generating real production and are engaged in money-spinning speculative businesses. As a result, unemployment has become unprecedented, while working class and oppressed people with steeply going down real income and declining purchasing power are unable even to subsist amidst sky-rocketing prices of food, fuel, medicine and other items. Today, with more than half of world’s “absolute poor” or extreme poor, India is called a “citadel of global poverty”.
At this critical juncture, it is the solemn task of all workers and oppressed people to stand in solidarity with the world-wide struggles rising up against neofascism and imperialism in all their manifestations including wars, super-exploitation of workers and toiling and oppressed peoples, against environmental destruction, etc. While extending warmest May Day greetings to international proletariat and all oppressed peoples of the world, and while building up revolutionary, fraternal comradeship with them and all like-minded forces in the struggle for people’s democracy and socialism, the revolutionary Communists and all democratic forces in India today have a two-pronged but interrelated tasks in front of them. First is the strategic and long-term task of resisting and defeating the ruling system and establish a people’s democratic state. However, under fascism that denies even the basic democratic rights, this long-term task can be taken up only by creating minimum conditions necessary for waging struggles and campaigns. Therefore, the immediate and urgent task before us is to defeat and remove the most reactionary RSS fascism at the earliest.
To be precise, when we commemorate the 141st May Day at this critical juncture when RSS fascism, with Islamophobia and most inhuman Brahmanical caste-system as ideological base is super-imposing its fascist stranglehold over the Indian people, it is the indispensable task to rise up against this horrific situation utilising all options at the disposal. That’s, while always upholding international solidarity, it is the solemn task of India’s workers and oppressed to commemorate this May Day calling for a no-holds-barred offensive against RSS fascism. This is essential for creating the conditions for taking up the strategic march towards the establishment of people’s democracy and socialism in solidarity with all workers and oppressed peoples of the world today.

The Central Committee of the Trade Union Centre of India (TUCI) extends its full and unwavering support to the ongoing struggles of industrial Contract workers in the Delhi–Noida region.
The workers have risen in protest against exploitative practices of capitalist and corporate contract companies, which continue to extract labour power under conditions of unjustly low wages, long working hours, and denial of basic labour rights. These conditions amount to a clear violation of existing labour laws and officially notified wage rates.
This struggle represents a fundamental class conflict between low wages and high profits, where workers are asserting their right to dignity, fair compensation, and humane working conditions.
TUCI’s Key Demands:
Immediate withdrawal of police forces deployed against protesting workers.
Unconditional release of all arrested workers and activists.
Strict enforcement of labour laws and minimum wage notifications.
Declaration of a ₹35,000 standard minimum wage for workers in Delhi.
End to exploitative contract labour practices in corporate sectors.
The TUCI strongly condemns the repressive measures adopted by the government led by Narendra Modi, which seeks to suppress legitimate democratic struggles through force and intimidation.
We call upon all political parties, trade unions, democratic organisations, and civil society groups to extend their solidarity and active support to this important workers’ movement. The outcome of this struggle will have far-reaching implications for the working class across North India and beyond.
The TUCI Central Committee reiterates that the rights and dignity of workers must not be sacrificed in the name of profit and corporate growth. The unity and determination of the working class will continue to drive this struggle forward.

Rise up Decisively Condemning the Delimitation Bill!
United Opposition is Still Capable to Defeat it!
Modi government’s heinous move towards a Delimitation exercise for an inter-state redistribution and reallocation of Lok Sabha seats under the cover of ‘women’s empowerment’ is condemnable. After all, there is a broad consensus regarding reservation of one-third of the total number of seats in the Lok Sabha and State Legislative Assemblies for women. However, clubbing it with the controversial Delimitation Bill and using women’s reservation as a cover for the Delimitation exercise and superimposition of a majoritarian unitary agenda is fascistic and malicious.
As such, the Constitution (One Hundred and Thirty First Amendment) Bill, 2026, which seeks to increase the strength of the Lok Sabha from the existing 543 members to 850 members will be taken up in the Special Session of the Parliament to be convened on April 16 and 17. Obviously, if the Bill becomes law, its immediate impact will be an abrupt increase in Lok Sabha seats in States like UP, Uttarakhand ,Bihar, MP, Chhattisgarh, Rajasthan, Haryana and Delhi, and a sharp drop in share of seats among South Indian States like Tamil Nadu, Kerala, Karnataka, AP, Telangana, and Puducherry. In effect, those States, mainly southern, who pursued population control measures will have only reduced representation in Lok Sabha, while the number of MPs from Hindi heartland States where BJP has its double engine regimes, will disproportionately go up.
In fact, this hurried Delimitation move on the part of RSS-BJP is in violation of accepted procedures. According to Indian Constitution and norms followed, and without going in to details, the inter-state distribution of Lok Sabha seats which was pegged to 1971 Census, can be altered only based on the first Census (2031 Census)after the year 2026. But now the Modi government is planning to use the forthcoming 2026-27 Census as the base for its Delimitation exercise, instead of 2031 Census. In this context, the hasty move for the Delimitation Bill for raising the strength of Lok Sabha to 850 seats with drastic percentage reduction in seats for Southern states, by reconvening the already concluded Budget Session of parliament, that too when crucial elections to West Bengal and Tamil Nadu are due, clearly lacks transparency.
Thus, the proposed Constitution Amendment Bill & Delimitation Bill, both clubbed together, that will shrink the share of Lok Sabha seats of Southern States, and increase that of Nother States where RSS-BJP has a dominant share of votes, if enacted, will lay down the solid foundation for a fascist, majoritarian Hindu Rashtra! Revealingly, the Modi government has resolutely denied the Oppostion request to postpone the move till the completion of the last phase of West Bengal Election. However, if the Opposition parties decide to forge a unity against this 131st Amendment Bill, it can be defeated in the floor of the House, since the BJP still lacks the required two-third majority needed for Constitutional amendments.
We appeal to all the working and oppressed people together with all progressive democratic forces to resolutely come forward opposing this majoritarian unitary move on the part of Modi regime towards the establishment of a fascist Hindu Rashtra.
