13th Party Congress of CPI (ML) Red Star Successfully Concluded with the Appeal to Overthrow RSS Fascism!
The 5-day Party Congress of CPI (ML) Red Star that held in the historic city of Raichur began with Flag Hoisting and Martyrs’ Commemoration on 16 September 2026 in Shivaram – Sharmistha Hall (Dr B R Ambedkar Auditorium) at Makhdoom Mohiuddin Nagar (Public Garden) including Seminars on Imperialism, Resisting RSS Fascism and Caste Annihilation, was successfully concluded with the lowering of the Red Flag and singing of the International at 5 pm on 20th September. Around 250 Delegates and Observers representing 14 States and Party’s Expatriates Committee together with fraternal delegates from India and abroad also participated in the Congress. It elected a 33-member Central Committee and a 13- member Polit Bureau, along with a 3-member Central Control Commission. A Souvenir comprising the Papers and Articles presented by various parties and organisations was also published as part of the 13th Party Congress of CPI (ML) Red Star.
The 13th Party Congress of the Party is being held at a critical juncture when the world is in the stranglehold of neoliberal corporatism as exemplified in super-exploitation of labour, intensified corporate plunder of nature, surge in neo-fascism and sharpening inter-imperialist contradictions whose manifestations are local and proxy wars across the world. Most horrific among them are the US sponsored Zionist holocausts upon holocausts on the Palestinian people and the US-Zionist aggression on Iran in violation of all International Laws and UN Conventions. As protector and sponsor of the Zionist crimes against humanity, the Trump regime is exposed as the co-perpetrator of the Zionist war-crimes in the Middle East, especially in Palestine.
India, the most populous country today, is under the stranglehold of RSS, world’s largest and longest-running fascist organization. While vast majority of the world people and comity of nations are firmly standing against the criminal-fascist Zionist regime, as junior partner of US imperialism, and as part of the Islamophobic Sanghi-Zionist nexus, fascist Modi regime is working hands in glove with the Zionist regime. Together with its declared anti-Muslimness and Manusmriti that treats both Women and Dalits as subhuman as ideological basis, the RSS is using the Modi regime in its all-out offensive towards the establishment of majoritarian Brahmanical Hindu Rashtra. In the same vein, in tune with the far-right neoliberal and pro-corporate political-economic orientation of RSS, the Modi regime is selling out the entire wealth and resources of the country to the most corrupt corporate crony capitalists like Adani and Ambani. To facilitate this unprecedented corporate-fascist take-over of the country, all institutions of power including civil administration and military, judiciary, police, scientific research, education, culture, media, etc., are brought under the firm grip of RSS fascism. And, parliament has already been transformed into a showcase, even as policy decisions are taken in neoliberal centres, corporate board-rooms and in the headquarters of RSS.
In this critical situation, the Documents including Party Program, Path of Revolution and Political Resolution adopted by the Party Congress and the Papers and Speeches delivered by concerned activists and scholars in the Seminars on Imperialism, Fascism and Caste, have made a concrete analysis of the international and Indian situation. Accordingly, the Party Congress has taken up both the long-term strategic tasks of overcoming neoliberal imperialism and the immediate task of resisting and defeating RSS fascism as inseparable and integral tasks before the Party. The 19 Resolutions adopted by the Party Congress covering both the International and Indian issues pertaining to the US-Zionist genocide on Palestinians, Aggression on Iran, Modi Govt’s tax on UPI payments at the diktats of Trump regime, majoritarian Hindutva SIR, detention of Omar Khalid in jail without trial or bail, Manuvadi-Corporate-Education policies, Modi regime’s reluctance to have a proper Caste Census, Delimitation and ongoing anti-Federal moves towards a pan-Indian, unitary Hindu Rashtra, need of abolition of the post of Governor, and so on, were in conformity with the tasks identified by the Party Congress.
While resolving to carry forward the immediate task of overthrowing RSS fascism joining with all like-minded anti-fascist forces, based on an introspection regarding the setbacks confronted by the Communist Movement both at the global level and in India, the 13th Party Congress of CPI (ML) Red Star has also resolved to appropriately take up the ideological, political and organisational issues before the Party according to the concrete Indian situation today.
